iOS already allows me to silence unknown callers. And, on iOS17, I can already send unknown callers to voicemail with live transcription. So, it was really just Whatsapp that was a pain.

All unknown calls get silenced. With the newest update, the phone automatically picks it up, transcribes what they speak and hang up lol.

Yeah they just have to tie it to Live Activities on iOS and allow it to turn off the silence option. Maybe this can be done through the Shortcuts app.
